Frontex Surveillance Aircraft Services with long range maritime surveillance fixed wing aircraft

The European Border and Coast Guard Agency (FRONTEX) in Poland needs services for aerial surveillance over sea with long-range maritime surveillance fixed-wing aircraft. This framework agreement, with a maximum total value of 522.6 million EUR over 2+2 years, requires contractors to provide fully-fledged services including aircraft, sufficient crew, liaison officers, maintenance, data transmission via BRLOS, logistical infrastructure, ground support, and administrative responsibility. The aircraft must be capable of reaching surveillance areas more than 401 nautical miles from the base airport, performing minimum 2.5-hour missions in the area of interest, and a total of 6 hours of flight with two Frontex liaison officers on board. Missions may occur over Third Country waters and land, and operations may be from Third Country base airports. The aircraft must have an approved life-raft drop capability (at least 10 PAX capacity per life-raft, total dropping capacity for minimum 30 PAX) and be equipped with HD multi-sensor Electro-Optical/Infrared camera, Automatic Identification System (AIS) receiver, weather detection and avoidance system, a dedicated maritime surveillance radar (X-band, tracking minimum 500 simultaneous targets), and a global navigation satellite system receiver. Award criteria are 60% quality and 40% price.
