Brief

Visit Northern Finland Oy needs the design, implementation and launch of a new B2B online platform for the Northern Finland tourism sector, based on an existing user-interface prototype, with a maximum total contract value of €82,500 excluding VAT; the evaluated price includes maintenance/SLA through 30 June 2028. The work includes integrations with DataHub, Bokun, kuvat.fi, an image bank and a HubSpot webhook, as well as AI-based search and recommendations, multilingual and scalable architecture, and handover enabling VNF to manage and further develop the platform. Key requirements include GDPR-compliant information security, WCAG 2.1 AA accessibility, performance targets, portability, documentation and knowledge transfer. The competition has four stages: participation requests, initial tenders, negotiations and final tenders. Awards are based on price (15%), technical approach and architecture (25%), project plan and delivery confidence (20%), team and relevant experience (20%), maintenance and continued in-house development (10%), and the optional SLA (10%); relevant team experience and completed references covering tourism/DMO, DataHub or similar integrations, and production AI implementations are assessed.

Qualification requirements

  • Description

From the notice

  • Visit Northern Finland Oy (hereinafter referred to as VNF or VNF Oy) is inviting tenders for the design, implementation and launch of a new business-to-business (B2B) online platform. This call for tenders is published on Hilma (hankintailmoitukset.fi) as a national procurement in accordance with the Act on Public Procurement and Concession Contracts (1397/2016). A user interface prototype already exists, which defines what the platform might look like and how it might function. This call for tenders concerns the implementation of the production platform to be built on this basis, including the integrations and features described in Chapter 4. This call for tenders includes annexes. Together with the prototype, these form part of the tender documentation. In the event of any discrepancies between the documents, the tenderer must raise the matter during the question-and-answer period; the call for tenders takes precedence. The procurement is being carried out as part of the Smart Growth for International Tourism (SmartGIT) project, co-funded by the European Union (https://visitoulu.fi/en/smart-growth-for-international-tourism-smartgit/).Main features of the procedureStage 1 — Participation requests. Suppliers submit a participation request via Hilma by the deadline stated in Hilma, with the information and evidence required for the suitability requirements in Section 7. All candidates that meet the suitability requirements are invited to Stage 2; the number of candidates is not otherwise limited. Stage 2 — Initial tenders. VNF invites the selected candidates simultaneously and in writing to submit an initial tender. The invitation states the deadline for initial tenders and refers to these procurement documents, which are available in full and free of charge in Hilma. Initial tenders must meet the requirements in Section 5, including the maximum price. Stage 3 — Negotiations. VNF negotiates with the tenderers on the basis of their initial tenders and any later tenders, in order to improve the tenders. VNF may ask for revised tenders during the negotiations. Negotiations may be held in stages: VNF may reduce the number of tenders under negotiation by applying the award criteria in Section 7. The minimum requirements (including the maximum price, the suitability requirements and the mandatory terms in §8.1) and the award criteria and their weightings are not subject to negotiation. Stage 4 — Final tenders. VNF closes the negotiations by notifying the remaining tenderers, sends them the final invitation to tender and sets a deadline for final tenders. Final tenders are not negotiated. VNF checks that the final tenders comply with the final invitation to tender and selects the winning tender on the basis of the award criteria in Section 7. Due to the suspension of the previous open tender procedure, the purchaser is seeking to expedite the negotiated procedure.

Klimadatastyrelsen, on behalf of Denmark’s Ministry of Climate, Energy and Utilities, needs digital oblique aerial imagery and aerotriangulation (AT) services under a framework agreement covering one nationwide acquisition in 2027, with a possible second nationwide acquisition in 2029 if government funding is granted. The imagery must provide clear, high-quality coverage at 10 cm ground sample distance, acquired between March and September, to support public-sector digital administration across Denmark. Suppliers need a digital Maltese-cross camera system with four RGB oblique sensors and a four-channel RGB/NIR nadir sensor, or a guaranteed lease or rental arrangement, and must provide CVs for key roles and technical documentation covering aircraft, sensors, processing systems, image resolution and accuracy, and tracking. Offers are evaluated on sample data (30%), data acquisition (30%), data processing (10%) and price (30%); acquisition proposals are assessed in part on three relevant oblique-imagery references from the past five years, with full AT preferred.
