    EirGrid plc is planning the procurement of services for technology programme delivery, architecture, solution development, and testing. Suppliers can provide feedback by joining/upgrading to Achilles Supply Line Silver+ membership and registering for the relevant Achilles Supply-Line codes associated with each lot. Indecon International Economic and Strategic Consultants has a similar contract today.

Lot 1 – Programme Management & Delivery Tenderers will provide services to augment EirGrid’s internal teams and deliver complex programmes and projects. Services cover programme/project management, business and technical analysis, governance, change management, and strategic leadership. Suppliers must provide dedicated account management and support delivery of technical and commercial projects, governance structures, risk and budget control, stakeholder coordination, onboarding, and knowledge transfer. Expertise in Agile, Waterfall, PRINCE2, and ITIL is required. Scope of Services • Programme & Project Management • Portfolio Management • PMO Services • Strategic, Technology, Governance & Regulatory Consulting • Change & Stakeholder Management • Agile & Hybrid Delivery Models Lot 2 – Architecture, Infrastructure, Operations & Application Support This Lot supports secure and reliable delivery of EirGrid’s strategic and operational programmes, including system operations, market transformation, IT modernisation, and digital enablement. Tenderers must provide multi-tier support across infrastructure, platforms, and applications. Required capabilities include server/database administration, hybrid cloud management, virtualisation, observability, and ITSM services aligned with ITIL. Suppliers must support Azure, AWS, O365, end-user tools, and provide proactive monitoring and troubleshooting. Architectural expertise across business, data, cloud, and infrastructure domains is required, along with support for emerging technologies, solution alignment, testing, and continuous improvement. Tenderers must deliver secure development services, including design, build, packaging, and deployment across enterprise environments. Required expertise includes secure software development, data analysis, AI/ML, visualisation, automation, reporting, and advanced data processing. Integration capabilities (APIs, streaming, ETL/ELT, CDC) are essential. Suppliers must support testing and quality assurance aligned with EirGrid’s security standards. Scope of Services • Application Development & Deployment • Secure Software Development • Data & Analytics Services • Integration & Automation • Emerging Technology Enablement Lot 4 – Testing Services This Lot provides independent, tool-agnostic testing resources to ensure systems are robust, scalable, and secure. Tenderers must provide functional and non-functional testing, including performance, load, stress, security, regression, integration, business continuity/disaster recovery, and user acceptance testing. Requirements include full lifecycle testing—strategy, planning, execution, reporting—using manual and automated approaches. Suppliers must manage test environments and data and collaborate to define objectives, mitigate risk, and ensure quality.       ESB proposes to establish a qualification system under a negotiated procedure for the at scale EPC delivery of 110 kV, 220 kV and 400 kV HV Substations and Substation Programmes. It is envisaged that a significant number of DSO and TSO GIS Substations will be constructed during the period 2026 - 2035 and will be delivered via this procurement process as outlined in Section A Information Memorandum, attached to this publication. Substations procured under this Qualification System will include for a full end to end scope of delivery which may include in some cases site acquisition and achievement of planning permission on behalf of the Contracting Entity. The scope of substation projects under this Qualification System may include a requirement for the inclusion of additional technologies including but not limited to STATCOMS and series compensators. The First Procurement under the Qualification System is envisaged to be: • Framework for PR6 Capacity at scale EPC delivery of 110 kV and/or 110 kV to /38 kV/MV Substations and Substation Programmes. Economic Operators who wish to participate in this qualification system process should submit a response as set out in the Section A Information Memorandum document. While applications may be made to join the Qualification System at any time, those interested in being considered for the Initial Framework (the “First Procurement”) under this Qualification System should submit a completed QSQ response on or before 1200 hrs (local time) on Friday 27th June 2025 (the “First Procurement Closing Date”).
