De opdracht omvat een modern en flexibel payrollsysteem (SAAS), loonverwerking en -administratie, met een sterke focus op automatisering, compliance en deskundige dienstverlening. De implementatie moet uiterlijk op 1 januari 2028 operationeel zijn. De gunningscriteria zijn prijs (35%), functionaliteit van de oplossing (35%), implementatietraject en projectaanpak (15%) en dienstverlening en ondersteuning (15%). Kandidaten moeten een minimale jaarlijkse omzet van € 250.000 over de laatste drie boekjaren aantonen, 5 gelijkaardige opdrachten in de laatste drie jaar kunnen voorleggen, minimaal 80% eigen personeel inzetten en beschikken over een geldig ISO 9001 (versie 2015) certificaat of gelijkwaardige kwaliteitsbewakingsmaatregelen.

      Raamovereenkomsten voor ICT-diensten

      De Vlaamse Overheid heeft een voor aankondiging gedaan voor raamovereenkomsten voor ICT-diensten, ter vervanging van de huidige ICT-raamovereenkomsten 2022. Deze raamovereenkomsten, genaamd ICT-raamovereenkomsten 2029, zijn gericht op het waarborgen van de continuïteit van bestaande dienstverlening en het inspelen op vernieuwingen en evoluties binnen het ICT-landschap. De diensten omvatten datadiensten zoals advisering, softwareontwikkeling, internet en systeemondersteuning, en zullen geleverd worden in Arr. de Bruxelles-Capitale/Arr. Brussel-Hoofdstad. Het Facilitair Bedrijf voert de plaatsingsprocedure uit, met inhoudelijke sturing van Digitaal Vlaanderen, die ook de regierol zal opnemen tijdens de uitvoering. USG Public Sourcing heeft momenteel een vergelijkbaar contract.
