Oppdragsbeskrivelse

Formålet med anskaffelsen er å sikre at uteområdene på Norsk Tippings eiendom på Hamar fremstår trygge, fremkommelige og presentable gjennom hele året. Oppdragsgiver ønsker en helhetlig og forutsigbar tjenesteleveranse som dekker både drift, skjøtsel og vedlikehold av grøntarealer i sommerhalvåret, samt snørydding og strøing i vinterhalvåret. Anskaffelsen skal dekke to hovedtjenesteområder: ·         Gartnertjenester i sommerhalvåret, ca. 7000m² ·         Snørydding og strøing i vinterhalvåret, ca. 8200m² Oppdragsgiver har behov for én leverandør som kan levere en samlet, helårs tjeneste med ansvar for alle relevante driftsoppgaver. Kontrakten har en varighet på 3 år, med mulighet for forlengelse 1 + 1 + 1 år, slik at total varighet er inntil 6 år. Det vil være muligheter for å komme på befaring hos Norsk Tipping i uke 34. • Apprenticeship scheme

  Beskrivelse

  Tenderers shall be a certified apprentice company, or substantiate that the company has implemented real measures to be an approved apprentice company or to offer apprentice places within their discipline.

  Dokumentasjonskrav

  Documentation of certification as a teaching company, or Documentation that the company has applied for certification as a learning company, or Documentation showing real and concrete attempts to establish apprenticeships or to enter into cooperation with a training office.

• Environmental management system

  Beskrivelse

  Tenderers shall have a satisfactory and well-functioning environmental management system. The environmental management system must cover all processes that are relevant for this contract. Relevant processes means processes connected to snow clearing and gardening services.

  Dokumentasjonskrav

  To document this, a description shall be enclosed of the tenderer's environmental management system (policy, procedures and guidelines), or AN ISO 14001 certificate, EMAS registration or Environmental Lighthouse certification.

• Quality Assurance System

  Beskrivelse

  Tenderers shall have a satisfactory and well-functioning quality assurance system. The quality system must cover all processes that are relevant for this contract. Relevant processes means processes connected to snow clearing and gardening services.

  To document this, a description shall be enclosed of the tenderer ́s quality system (policy, procedures and guidelines), possibly enclose an ISO 9001 certificate.

• Referanseprosjekter

  Beskrivelse

  Tenderers shall have good competence and experience in the areas requested and shall be able to refer to a minimum of 2 relevant assignments/deliveries carried out during the last 3 years.

  Description of the tenderer's most relevant assignments/deliveries carried out during the last 3 years. The description of each assignment/delivery must include: name of the contracting authority, Contact information for the contracting authority (name, telephone number and email address), brief description of the assignment, the assignment ́s length, the assignment ́s value and extent. References must be contactable if necessary, to clarify the relevance of the assignment. However, it is the tenderer ́s responsibility to document relevance through the description.

• Commitment statement for sub-suppliers

  Beskrivelse

  If a tenderer will use the capacity of sub-suppliers (supporting companies) to fulfil the requirements of the tenderer's competence and experience, a signed commitment statement must be enclosed with the attached document "Commitment Statement".

• The tenderer's economic and financial capacity

  Beskrivelse

  Tenderers shall have satisfactory finances.

  Income statement and balance with notes, as well as annual report and auditor's report for recent years. In addition a cash flow statement is required for the companies that are obliged to set this up. Credit evaluation/rating, not older than 6 months from the tender deadline. If it is more than 6 months since the balance sheet for the last annual accounts, the sub-year accounts must be enclosed. Any other information of relevance to the company's fiscal figures. If a tenderer, for a justifiable reason, cannot present the documentation that Norsk Tipping has requested, he can prove his economic and financial style with any other document that the contracting authority can accept. If the tenderer has such a justifiable reason, he may contact Norsk Tipping in writing in order to clarify which other documentation is acceptable.

• Firmaattest

  Beskrivelse

  The tenderer shall be a legally established company.

  Norwegian companies: Company Registration Certificate. Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the company is established. If a tenderer has documented a company registration certificate via e-Certificate, documentation in pdf/equivalent must not be enclosed.

• Skatteattest

  Tenderers shall have their tax and VAT payments in order.

  Norwegian companies: Tax certificate for tax and VAT. The tax and VAT certificate is delivered by the Norwegian Tax Administration and can be ordered via Altinn. Foreign companies: Must provide certificates from equivalent authorities to the Norwegian ones. If their authorities do not issue such documents, the tenderer shall enclose a declaration stating that taxes and VAT have been paid. The declaration shall be confirmed and signed by the company's financial manager and auditor. The documents must be presented before the tender deadline and must not be older than 6 months from the tender deadline. If a tenderer has documented a tax certificate via e-Certificate, documentation in pdf/equivalent must not be enclosed.
