Brief
The Contracting Authority in this procurement procedure is Alva-Yhtiöt Oy (hereinafter referred to as “Contracting Authority”). The purpose of the procurement is to award a contract for the provision of heat pump plant. The heat pumps shall be delivered to Jyväskylä, Finland. The scope of delivery shall include compression heat pumps (2-3) with total district heat production capacity 30-40 MW. The procurement process includes delivery including unloading at the site and erection and installation of the work. The basic information on the object of the contract and preliminary specifications will be provided on the procurement documents. No partial tenders will be accepted. The contract will be awarded for one supplier. According to the preliminary schedule, the contract shall be awarded on March 2024. Please see the procurement documents for further details.

Description
The candidate shall present a description of a reference of a large compression heat pump plant with a heat capacity ≥ 10 MW which has been supplied by the candidate during the last five (5) years including plants in commissioning phase. The name of customer, type of project, timing, location and contact information shall be included. Note, that Heat Pump Plant shall mean a plant, where main purpose is to produce heat. Required technical information: -Heat capacity -Type of heat source (eg. wastewater, sea water, cooling water) -Type of heat sink (eg. district heating water, process water) -Minimum heat source exit temperature -Maximum heat sink exit temperature -Type of refrigerant(s) -Type(s) of compressor(s) (piston, screw, centrifugal, other) -Type of evaporator As a minimum requirement, the economic operator is required to prove that he has performed at least one (1) delivery in Europe with similar scope to the one to be carried out as a consequence of this procurement procedure, including plants in commissioning phase. The reference contract must fulfill the following requirements: -Heat capacity ≥ 10 MW -Heat sink delivery temperature ≥ 84 °C -Heat source discharge temperature ≤ 5 °C

A statement from trusted credit institution or credit rating agency stating that the economic operator has been issued with at least medium tier credit rating or equivalent rating stating that the financial situation is good and he has good capacity to meet its financial commitments; or a statement from a credit institution or a bank stating that the economic operator has been issued or will be issued a performance guarantee worth of EUR 100,000.00 where the institution of bank undertakes irrevocable responsibility of the commitments of the economic operator, waiving all rights of objection, if the the economic operator is in breach of its contractual obligations; or a Parent company guarantee or equivalent document demonstrating that the parent company that fulfils the above mentioned economic and financial requirements (1 or 2) takes irrevocable responsibility for the commitments of the economic operator; or financial statement analysis of the last three (3) fiscal periods demonstrating, that the candidate has sufficient economical and financial conditions to accomplish the procurement. Copies of certificates must be translated into Finnish or English. If the sums in the accounts are not expressed in euros (EUR) the copies of the original accounts, shall be provided together with information on exchange rate utilising exchange rate applicable on the date of issue of this questionnaire.

Award Criteria
Description
The contract will be awarded to the tenderer with best price quality ratio. The tentative rating will be based on criteria described on the procurement documents.
