EEA/CCE/TC/26/012 - Topic Centre on Energy System Decarbonisation

The European Environment Agency (EEA) needs services for a Topic Centre on Energy System Decarbonisation through a framework agreement over 4 years, with a maximum total value of 1,005,000 EUR. The services should support and strengthen EEA capabilities in quantitative analytical methods, such as indicators, trends and scenario assessments for the evolution of the energy system, and in the quantification of associated benefits, co-benefits, trade-offs and just transition implications. It also includes targeted case study work combining desk research, stakeholder mapping, structured questionnaires, EUSurvey-based evidence collection, expert workshops, and interviews to identify and share success factors, barriers, impacts, and transferability across policy contexts, sectors, and countries. Offers will be evaluated based on quality (70%) and price (30%).

Strengthening the capacities of the IPA bodies for the effective implementation of the Operational Programme on Energy 2024-2027

The Government of Albania needs services to strengthen the institutional, administrative, and operational capacities of bodies involved in the implementation of the IPA III Operational Programme on Energy 2024-2027 in Albania. This 36-month contract has a maximum total value of 3,600,000 EUR and includes institutional and administrative strengthening, capacity-building activities, preparation of project and procurement documentation, support for programme monitoring, evaluation, and reporting, assistance in procurement and contract management, and communication and visibility activities. Offers will be evaluated based on quality (80%) and price (20%).

Further alignment with the Energy Efficiency acquis

The Government of the Republic of Serbia, Ministry of Finance, Department for Contracting and Financing of EU funded programmes (CFCU) needs technical assistance services for a 30-month period, with a maximum total value of 1,000,000 EUR. The services involve strengthening the administrative and institutional capacities of the Ministry of Mining and Energy, particularly in EU integration, energy efficiency policy, and legislative alignment, including expert support for gap analysis, drafting energy efficiency legislation, and developing methodologies for monitoring and reporting energy savings in line with EU acquis and Energy Community obligations. The assignment also includes knowledge transfer and capacity building for implementing the revised EU energy efficiency framework in Serbia. Award criteria are Quality (80%) and Price (20%).
