The purpose of this procurement is to lease suitable facilities for conducting manned ship-handling model courses. The tender is divided into distinct lots, enabling bidders to submit offers for one or more parts of the scope.1. Leasing of facilities and instructors for manned ship-handling models for an introductory course.2. Leasing of facilities for manned ship-handling models course for Advanced ship handling course level III for the Norwegian Pilot Service.The course aims to enhance navigational safety and operational competence by providing practical, hands-on training in ship maneuvering using scaled manned models. The leased facilities must meet all technical and safety requirements necessary to deliver high-quality training in accordance with the Norwegian Coastal Administration’s standards.Main features of the procedureThe Norwegian Coastal Administration refers to the procurement procedure for Manned Model Ship Handling Courses, comprising the following two lots:- Introductory Ship Handling Course- Advanced Ship Handling CourseFollowing the completion of the review of the submitted tenders, the competitive situation is as follows:For the Advanced Ship Handling Course, no admissible tenders remain in the procurement procedure.For the Introductory Ship Handling Course, only one admissible tender remains in the procurement procedure.The Norwegian Coastal Administration has carried out an overall assessment of whether the procurement procedure should nevertheless be continued. The Contracting Authority has concluded that the procedure, considered as a whole, no longer provides sufficient effective competition to ensure an adequate, robust and verifiable comparison of price, quality, environmental performance and the other commercial aspects of the required services.For the Advanced Ship Handling Course, it is not possible to award a contract because no admissible tenders remain.For the Introductory Ship Handling Course, the presence of only one admissible tender means that the Contracting Authority has no competing tender against which the remaining tender can be evaluated. In the circumstances of this procurement, the Contracting Authority considers that this provides an insufficient basis for determining whether the tender represents competitive market terms and the most economically advantageous solution in accordance with the stated award criteria.The Contracting Authority has considered whether the Introductory Ship Handling Course could be awarded separately despite the limited competition. Following an overall assessment, the Contracting Authority has concluded that proceeding with an award would not provide a sufficiently robust and verifiable basis for assessing the competitiveness of the offered price, quality and contractual terms.The Norwegian Coastal Administration has therefore decided to cancel the procurement procedure in its entirety pursuant to Section 25-4, first paragraph, of the Norwegian Public Procurement Regulations.The decision is based on the absence of any admissible tender for the Advanced Ship Handling Course and the insufficient level of effective competition for the Introductory Ship Handling Course. These circumstances prevent the Contracting Authority from achieving the intended competitive and commercial basis for the procurement.No contract will be awarded under the present procurement procedure.The Norwegian Coastal Administration intends to review the scope, requirements, lot structure and conditions for market participation before publishing a new procurement procedure. The purpose of this review is to facilitate broader market participation and more effective competition while maintaining the operational, technical and safety requirements necessary for the Norwegian Pilot Service.The cancellation does not constitute a negative assessment of the qualifications or professional capabilities of the tenderer remaining in the procedure for the Introductory Ship Handling Course. The decision concerns the competitive situation in the procurement procedure as a whole.A new contract notice will be published through the applicable procurement channels. All interested and qualified suppliers, including suppliers that participated in the present procedure, will be entitled to participate in the new procurement procedure in accordance with the terms of the new procurement documents.We regret any inconvenience caused by the cancellation and appreciate the time and resources invested by the tenderers in preparing and submitting their tenders.
