ETK offentliggør hermed Notification of Intent for nedenstående NATO-finansierede projekt på vegne af Norge. Background The Norwegian Defence Estates Agency (NDEA) - on behalf of the Ministry of Defence Norway - intends to issue an invitation to submit tender for contracts under the rules and procedures for National Competitive Bidding Plus (NCB+), as defined by the NATO Security Investment Programme (NSIP). The contract to be established is of a Civil Works nature. With this notification document, NDEA would like to ensure that eligible firms from any NATO member nation are informed and invited to participate in the competition. Scope The scope of the project covers extention, restoration and modification of two existing kitchen- and canteen facilities. Due to new regulations and increased audience, they are no longer adequate and JWC has received instructions from Norwegian authorities to improve food safety. The facilities will be restored to increase capacity and to provide a better flow and logistics for guests and staff. Total size of the two facilities is approximately 1 600 m², including both new and restored area. With this Notification of Intent, (NOI), NDEA aims to ensure that eligible firms from any NATO member nation are informed and invited to participate in the upcoming competition. In accordance with the NATO rules and regulations, firms from the following NATO member nations may participate in the competition (32A): Albania, Belgium, Bulgaria, Canada, Croatia, Czechia, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Italy, Latvia, Lithuania, Luxembourg, Montenegro, Netherlands, North Macedonia, Norway, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, Türkiye, United Kingdom, United States. Qualification Requirements The following requirements apply to firms wishing to participate in the procurement process: • The firm must be a legally registered company. Foreign suppliers must provide documentation confirming that the company is legally registered in its country of establishment. Norwegian suppliers are not required to document compliance beyond submitting tax and VAT certificates • The supplier must be creditworthy. A credit rating of the supplier shall be provided, not older than six (6) months from the application deadline. The credit rating must include an assessment of the supplier’s payment history/reliability and be expressed as a graded value (letters or numbers) according to a defined scale. If the supplier relies on guarantees from other entities (e.g. a parent company) to meet this requirement, an equivalent credit rating must be submitted for such entity. • The supplier must have sufficient financial capacity to perform the contract. Financial statements from the latest available annual accounts demonstrating the supplier’s turnover shall be provided (not required if key figures are included in the credit rating). • The supplier must have solid experience from assignments that are relevant for the type of works requested. It is required to provide a list of projects carried out during the past five years, providing a description of the projects so that the Norwegian Defence Estates Agency can assess the relevance of the projects to this contract. The list should not consist of more than 10 reference projects. • At the time of contract award, the supplier shall have implemented an environmental management system that complies with the requirements of the current NS-EN ISO 14001 standard, EMAS (Eco-Management and Audit Scheme), the norwegian Eco-Lighthouse certification scheme (Miljøfyrtårn) for the relevant industry, or an equivalent standard. The environmental management system shall be documented and made available for inspection by the Norwegian Defence Estates Agency. • The selected supplier will be required to establish an on-site presence during the execution of the project manned with project management staff in order to monitor and management the project on a daily basis. The award criteria are specified in the tender documents. Contract arrangement Contract no C05959 - Restore JWC Kitchen and Canteen Facilities - Joint Warfare Centre One main contract will be established. The successful bidder will be required to establish sub-contracts as required. The estimated contract value is EURO 6 200 000 excluding VAT. The tender documents and resulting contract is in the Norwegian language. Further information regarding security requirements will be presented in the bidding documents.
