Brief

Provision of a complete solution for Haemoglobin A1c (HbA1c) testing on a Cost per Reportable Test (CPR) basis; which will include all supplies and services, including any associated costs, that may be required i.e. reagents, equipment, maintenance, (including third party reagents and equipment if/when original reagents and/or equipment do not meet the acceptable performance standards), wash solutions, eluents, buffers, columns, capillaries, filters, calibrators, controls, PC’s, printers, interfacing, consumables, spare parts and so forth. This public procurement competition will be conducted in accordance with the open procedure under the European Union (Award of Public Authority Contracts) Regulations 2016 (Statutory Instrument 284 of 2016) (the “Regulations”). Any contract that may result from this Competition will be issued for a term of sixty (60) months. The Contracting Authority reserves the right to extend the Term for a period of up to twelve (12) months with a maximum of one (1) such extension on the same terms and conditions, subject to the Contracting Authority’s obligations at law.

    Die Oberösterreichische Gesundheitsholding GmbH und die Kepler Universitätsklinikum GmbH benötigen POCT-Systeme zur Messung der Blutzucker-Konzentration für alle 8 Krankenhäuser (5 Krankenanstalten) der Oberösterreichischen Gesundheitsholding GmbH und das Kepler Universitätsklinikum GmbH, optional auch für die Landespflege- und Betreuungszentren GmbH, für eine Dauer von 8 Jahren. Es werden professionelle Blutzuckermessgeräte, Teststreifen, POCT-Verwaltungssoftware („Middleware“) für zentrales Datenmanagement und interne Qualitätskontrollen geliefert. Der angebotene Preis muss sich ausschließlich auf die Teststreifen beziehen, während alle anderen Bestandteile des POCT-Systems (Blutzuckermessgeräte, Software, Qualitätskontrollen) ohne zusätzliche Kosten für den Auftraggeber geliefert und instandgehalten werden müssen. Pro Jahr werden ca. 486.000 Blutzuckermessungen erwartet. Die Systeme müssen CE-markiert (IVDR) sein und von demselben Hersteller und Typ für alle Standorte stammen. Die vollständige Umsetzung der Leistungen soll bis spätestens 31.12.2027 erfolgen. Die Zuschlagskriterien sind Preis (60%), Technische Qualität (35%) und Nachhaltigkeit (5%).

    HbA1c-vieritestausanalytiikka HUS Diagnostiikkakeskuksen hoitoyksikköasiakkaille ja laboratorioihin

    HUS-yhtymä hankkii HbA1c-vieritestauslaitteita tarvikkeineen sekä nykyisten Afinion 2 -laitteiden testitarvikkeita nelivuotisella sopimuksella, joka jatkuu tämän jälkeen toistaiseksi voimassa olevana. Hankinnan arvioitu kokonaisarvo on noin 400 000 euroa ensimmäiseltä 48 kuukaudelta; kyseessä ei ole vähimmäistilaus, ja hankinta jakautuu kahteen osaan, joista pöytämallilaitteille valitaan useita toimittajia ja nykyisten laitteiden tarvikkeille yksi toimittaja. HUS Diagnostiikkakeskus hankkii laitteet ja toimittaa ne HUSin sekä Helsingin, Uudenmaan, Kymenlaakson ja Etelä-Karjalan vieritestaustukipalvelun asiakkaille; asiakkaat tilaavat itse reagenssit ja kontrollit. Käytössä on noin 77 laitetta, joita uusitaan rikkoutumisen tai elinkaaren päättymisen yhteydessä. Laitteet, reagenssierät ja kontrollit verifioidaan HUSissa, ja tarvittaessa tehdään potilastietojärjestelmäliitännät yhteistyössä toimittajan kanssa. Tarjouksissa hinta painaa yhteensä 92,5 pistettä ja laatu 7,5 pistettä; pöytämallilaitteiden osalta pisteytys jakautuu hintaan 42,5 ja laatuun 7,5, ja nykyisten Afinion 2 -laitteiden tarvikkeissa hinta painaa 50 pistettä. Aiemman Hb-vieritestausanalytiikan sopimuksen toimittaja on ollut Triolab Oy.
