Brief
Kystdirektoratet needs services for an IT platform for modeling dike breaches and floods in Denmark under storm surge, with a maximum total value of 500,000 DKK. The platform will initiate KDI’s National Dike Breach Model based on forecast data from DMI, specifically a coupled SFINCS + Snapwave model. The delivery is divided into two phases, with Phase 2 being optional and contingent on KDI's acceptance of Phase 1. Phase 1 involves an investigation phase, setup of the first version of the platform on a PC, and visualization capabilities. Phase 2 includes workshops, finalization of the platform, installation on KDI’s internal servers, and testing. The platform must be adaptable to Danish conditions and scalable to national coverage. Offers will be evaluated based on Price (30%), User-friendliness (20%), Professional Competence of the Execution Team (45%), and Approach to Task Solution (5%). For Professional Competence, the team's experience with Python, similar projects, and particularly SFINCS + Snapwave or related projects will be positively weighted.

This warningsystem will form part of the Danish Meteorological Institute’s (DMI) National FloodWarning System for Denmark. The platform must be able to initiate KDI’s National Dike Breach Model based on forecast data from DMI. The deliverable consists ofproviding a platform that, based on storm forecasts from DMI’s Open Data API,initiates a coupled SFINCS + Snapwave model. The delivery is divided into phases, where Phase 2 can only begin if KDI accepts the delivery of Phase 1 and finds itreasonable to proceed. If not, Phase 2 and its associated payment are cancelled. Phase 1 (required): Investigation phase, setup of the first version of the platform ona PC using available data and models, including the ability to visualize the modelson a map.
