HAUS Finnish Institute of Public Management is procuring a SaaS-based learning management system (LMS) to serve the skills development needs of Finnish government organizations. We are looking for a qualified supplier to provide, implement, and continuously develop a scalable, secure, and user-friendly LMS as a SaaS solution, in line with public sector requirements and EU regulations. The aim is to deliver a modern digital learning environment that supports decentralized content creation, cross-organizational collaboration, and meets diverse organizational needs. The new LMS will replace or upgrade the current Moodle-based environment, which serves around 70,000 users and 1,600 active courses across up to 180 government organizations. The new solution must support multi-tenancy, role-based user management, reporting, and integrations, and include a well-planned implementation and migration phase. The procurement emphasizes long-term partnership, ongoing development, and alignment with a broader learning ecosystem. The Supplier is expected to deliver: - A scalable, multi-tenant LMS platform as a SaaS solution - Technical implementation and onboarding support - Support for content and user data migration - Ongoing system maintenance and updates - Administrator support - Integration capabilities with key government systems (e.g. authentication, HR, reporting) - Continuous development and expert services in collaboration with HAUS Optional capabilities include providing dedicated training environments for user organizations' external stakeholders (e.g. subcontractors, partners) and end-user support. Contract and schedule: - Estimated value: approx. €400,000 - €500,000 over 4 years - Contract duration: 3-year fixed term, extendable - Implementation phase: October 2025 – March 2026Main features of the procedureThis procurement is governed by Finnish public procurement legislation. The tender procedure follows the open procedure in accordance with Section 32 of the Finnish Act on Public Procurement and Concession Contracts (Act no. 1397/2016). The contract notice has been published on both the TED portal (Tenders Electronic Daily, the official EU public procurement portal) and the Finnish national procurement portal at www.hankintailmoitukset.fi. All tenders must be submitted electronically via the designated e-procurement system. Procurement intended timeline: Tendering and selection phase (August – September 2025) - Submission of tenders - Evaluation of proposals and end-user testing - Contract award decision published, following a standard appeal period Contracting and preparation (October – November 2025) - Contract signed - Implementation planning Implementation and transition (November 2025 – March 2026) - Includes configuration, content and data migration, onboarding, and training - Target: full operational readiness by the end of March 2026. The offered services must fully comply with the content of the request for tenders and its annexes. The Supplier must respond to all questions and include all requested documentation in their proposal. The entire tender submission will be reviewed to verify compliance with the requirements. The comparison of tenders will be carried out as described under "Grounds for decision". The procurement decision will be communicated to all suppliers. The decision does not in itself constitute a contract. A separate written agreement is required. The contract may be signed only after there are no legal obstacles under the Finnish procurement law.

Evaluation Method
The lowest comparison price receives 30 points. Other offers are scored using the formula: (Lowest comparison price / Supplier’s comparison price) × 30. Scoring is calculated with one decimal point precision.
Description
Quality scoring is based on predefined criteria described in the Requirements sheet. Each item is scored individually, and the total score is based on the weighted sum of those item scores. The evaluation also includes usability demo and user testing, which form a part of the total quality score.
Evaluation Method
A total of 120 raw points can be awarded. These will be scaled to 70 quality points using the formula: (Supplier’s raw score / 120) × 70
