    University of Eastern Finland has entered into an agreement with Spectral AB for the delivery of a Scanning Electron Microscope (SEM) with 200 mm standard wafer compatibility, including an automated measurement over the entire wafer, an EDS detector, 3D metrology, standard back scattered electrons and secondary electrons detectors, and a cathodoluminescence detector. The contract has a final value of 390,000 €.

    About the bid

      Instrument to be purchased is a Scanning Electron Microscope (SEM) for 200 mm standard wafer compatibility. An automated measurement over entire wafer is required. Also, EDS detector and 3D metrology are required. The instrument shall include standard back scattered electrons and secondary electrons detectors as well as cathodoluminescence detector. The SEM to be purchased will replace our current LEO 1550 used since 1997.Main features of the procedureThe Finnish Act on Public Procurement and Concession Contracts (1397/2016) shall be complied with the procurement. The contract award procedure to be applied is Open procedure (1397/2016 - 32§).

      For each evaluation item the maximum evaluation is 3 or 4 credit points. A weighted sum of credit points is calculated and quotation price (including delivery, customs, and other expenses in Euros, without VAT) is divided by the weighted sum above to obtain a reference price. Quotation with lowest reference price is then selected. University of Eastern Finland reserves right to reject a quotation which obtains zero points at any of the evaluation items 1 – 12 mentioned in the appendix 1 of the call for tenders
