    Brief

    Stift The Stockholm Environment Institute Sei has entered into an agreement with MP Dooel Skopje for the delivery of consultancy services to support with accession negotiations of Chapter 27 in Albania, with a total value of 5,450,000 SEK. The services involve providing two key experts to deliver targeted technical assistance to Albanian institutions in implementing the requirements of Chapter 27 during the negotiation and pre-accession phase, specifically supporting the Ministry of Environment in implementing Albania’s commitments under Chapter 27 negotiations. Key Expert 1/Team Lead was required to have practical experience working with Albanian public institutions in EU integration related areas with a focus on environment and climate, demonstrating a role in policy development, negotiation support, institutional coordination, or strategic advisory work, and practical experience in leading or substantially contributing to the development of EU integration policy documents with a focus on environment and climate. Key Expert 2/Technical Expert was required to have experience in implementing or contributing to projects within EU integration related areas, with a focus on environmental and climate issues, within public institutions of Western Balkan countries, for projects of minimum value of 10 million SEK within the last 8 years, and practical experience working with Albanian public institutions, supporting implementation related activities in EU integration related areas with a focus on environment and climate change. Three bids were received for this contract.

Contribution to projects refers to undertaking documented technical or coordination responsibilities, such as drafting key outputs, leading a work package, coordinating stakeholders, or similar tasks.

    • The purpose of this procurement is to contract a company that will provide two key experts to deliver targeted technical assistance to Albanian institutions in implementing the requirements of Chapter 27 during the negotiation and pre-accession phase. The experts will support the Ministry of Environment in implementing Albania’s commitments under Chapter 27 negotiations, including the fulfilment of Closing Benchmarks and related Action Plans.
