    Brief

    Energinet Eltransmission A/S has cancelled the competition for a supplier qualification system for 525 kV HVDC power cables and installation. The system was intended for the supply and offshore installation of complete 525 kV HVDC cable systems for interconnector projects connected to the Danish transmission grid. These projects involve engineering, production, transportation, jointing, testing, and offshore installation of cable systems with route lengths of approximately 100 to 250 kilometers and transmission capacities of 1.2 to 2 GW. The scope of work included providing pre-qualification test certificates, performing cable system and offshore installation engineering, developing procedures, supplying materials, and providing equipment and vessels for offshore installation. Additional services such as project management, interface management, provision of work site offices, mobilization/demobilization, and as-built documentation were also anticipated. The projects were to be executed in areas with environmental restrictions and varying seabed profiles. Three bids were received.

    • The scope of works to be carried out by the Supplier consists of supply of complete 525 kV HVDC cable systems and the offshore installation part of interconnector projects in connection to the Danish transmission grid. In the following, the requirements for a typical project are outlined. Deviations may, however, occur during the lifespan of the SQS. The interconnector projects consist of an extensive range of activities including engineering, production, transportation, jointing activities, testing and offshore installation of the 525 kV HVDC cable systems. The expected route length of the 525 kV HVDC cable projects range from approximately 100 to 250 kilometrer with a transmission capacity range from approximately 1,2 to 2 GW. The scope of works for contracts to be tendered under this SQS, may include (but not limited to) the following activities in order to engineer, produce and install the 525 kV HVDC cable systems:- Provide the necessary pre-qualification test certificates to document compliance with international standards for 525 kV HVDC cable systems.- Perform the required cable system and offshore installation engineering as to ensure transmission capacity of the cable system in the given installation conditions and the installation method and structural integrity of the cable system during the installation activities in the given installation conditions.- Develop all necessary procedures, manuals and specifications required to perform the work in a safe and efficient manner.- Design, fabricate, test and supply all materials required to perform the works.- Supply of all necessary equipment and vessels required to perform the offshore installation of the 525 kV cable systems including surveys, pre-lay works, cable laying, post-lay works, remedial works and repair if needed. In addition to the activities above, the Supplier may be required to provide (not limited to):- Project management- Interface management with sub-contractors, stakeholders and Contracting Authority site representation- Required work site offices and facilities including necessary utilities and management hereof- Mobilisation and demobilization of all required personnel and equipment incl. site re-instatement- As-built documentation and project hand-over to the Contracting Authority All works must be carried out according to relevant legislation, standards, authority requirements, the Contracting Authorities’ specifications etc. The projects may be executed in recreational areas and areas with significant vessel traffic. Further, the installation locations may represent a great diversity of fauna, flora, birds and mammals; consequently, significant environmental restrictions apply. Finally, the seabed profile at the project locations may be rather undulated with a varying depth profile.Main features of the procedureEstablishing a Supplier Qualification System

      Please note!!!: This publication does not concern a new Qualification System but is a continuation of the Qualification System previously published in Negometrix under number 202008 and the supplement to the Official Journal of the European Union (http://ted.europa.eu) under number 2022/S 125-356696. Negometrix Tender 203753 has been conducted under this Qualification System and has been finished in 2023. Currently no new tender under this Qualification System is foreseen, hence TenneT is not planning to review new requests for qualification under this Qualification System. The scope of this Qualifications System are for the Category Converter (A) and / or the Category Platform (B) Category A Converter: The scope of this category includes in particular: HVDC converter systems for offshore and onshore converter stations and maintenance of the complete HVDC converter stations and optional the civil works for the onshore converter stations. Category B Platform; The scope of this category includes in particular: design, engineering, production, transportation, delivery, project management, installation and commissioning of the offshore platform (topside and jacket) and optional maintenance for the auxillary systems. Under this Qualification System TenneT will issue separate tenders. Each tender for an offshore Grid Connection System will include the full scope of Category A and B. This means there will be no scope split between offshore platform and HVDC. In case of a purely onshore-onshore connection the tender scope will not include the platform (category B).
