      Dublin Port Company (DPC) The Contracting Entity proposes to engage in a competitive process for the establishment of single party framework agreement to provide Fuel Oil Supplies to the Dublin Port Estate. The scope includes the supply and delivery of Hydrotreated Vegetable Oil (HVO), Marine Gas Oil (MGO) and Kerosene to support DPC’s marine operations, building heating and standby power requirements. Fuel deliveries will serve DPC’s vessels, including pilot boats, tugs and workboats, together with terminal buildings, operational premises, back-up generators and associated fuel storage facilities across the estate. The successful tenderer will be required to ensure reliable and safe deliveries to DPC’s nominated delivery points, in quantities and at frequencies in line with operational activity. The scope will include fuel quality assurance, appropriate delivery documentation, and coordination with DPC personnel to support continuity of port operations.       Gas Networks Ireland needs services for the provision, long-term charter, operation, and maintenance of a Floating Storage and Regasification Unit (FSRU) to support Ireland’s Strategic Gas Emergency Reserve. The FSRU must be capable of delivering up to approximately 416 MMSCF/day of natural gas, with readiness to move from standby to full send out within 24 hours, and meeting Irish gas transmission system gas quality specifications and odorisation requirements, including delivery at pipeline entry pressures up to circa 85 barg and receipt of LNG via side-by-side ship-to-ship transfer. The FSRU will predominantly operate on standby, with periodic operation for assurance and maintenance. The successful contractor(s) may also be required to provide and/or coordinate ancillary services such as catering, crew logistics, waste handling, fender management, and utilities support. This is a qualification system with two lots: Lot 1 for long-term strategic gas emergency reserve services and Lot 2 for short-term services using an FSRU as a bridging vessel.
