    General Description TenneT intends to procure insurance cover for it's offshore assets with a new Property Damage Insurance Policy with a new policy inception date 1st January 2025. The OAR Program (offshore all-risk insurance / Property Damage offshore) includes: - Property insurance for all current and future German and Dutch offshore grid connection assets as currently insured in the Offshore Machinery policy “Offshore Property Package Policy”  - NorNed, Cobra, NordLink and possible future interconnectors. - The offshore assets are defined as the substation/converter station at sea, the cable connecting this station to the land station and the land station forming part of this connection. The insurance program shall cover a capacity of 1 bn EUR and will be structured in a Primary policy (400 Mio. EUR) and an additional Excess layer (600 Mio. EUR) . Tenderer get the opportunity to quote for Primary coverage and/or for Excess layer.  Accordingly the tender will be set up in 3 lots, which will follow each other:  Lot 1: Primary lead insurer (Mercell tender T91248) Lot 2: Primary to-follow insurer + Excess lead insurer (Mercell tender T91277) Lot 3: Excess to-follow insurer (Mercell tender T91286) Access to tender / NDA In order to protect the confidentiality of the information provided by the client in the tender documents, it is mandatory to conclude a confidentiality Agreement as per "NDA" document provided for download via Mercell. The Call for Competition will be based on the negotiated procedure with prior publication, which means that initially an interested market party may apply as a Candidate. Pre-qualified insurers, who are interest to participate in the TenneT “Offshore All Risk Program - Property Damage Insurances for Offshore Assets“, will be able to run the C.f.C. phase with a shortend questionnaire consisting out of 4 questions for Lot1 (Primary lead suppliers) and 2 questions for Lot2/Lot3 applicants. Suppliers who are currently not pre-qualified have the possibility to apply for the tender via regular C.f.C. questionnaires. The tender itself is characterized by ten phases. In the selection phase (phase 1), suppliers are selected for lot 1and/or lot 2 and/or lot 3 and will be invited to the lots accordingly. In phase 2 selected suppliers for lot 1 are invited to submit an initial offer. After assessing the initial tenders, all parties for lot 1, who handed in an initial offer, are allowed to proceed to the negotiation phase (phase 3) according the BIPAR principle*. No further selection will take place during the negotiations. After completion of the negotiations, all parties are invited to bring out a best and final offer (BAFO) for lot 1 (phase 4). Methodology of offer/BAFO-evaluation The tenders/bids will be evaluated and on the basis of the award criteria provided under section 5.1.9. of the EU announcement. Price: The lowest price award criterion is used because the Offshore Property insurance which is the subject of this tender can be seen a market standard product. Based on the knowledge of the contracting entity of the insurance market the contracting entity concluded that only a limited number of insurers is capable of underwriting an Offshore property insurance of this size. Since the wording will be customised during the negotiation phase of this tender and all insurers will use the defined wording during the BAFO phase there are very little differentiators between the qualified insurers left therefore only the premium (lowest price) will be used as award criterion.

      The candidate must be in sound financial health to assure the continuity of service provisioning throughout the term of the contract or (framework) agreement. In order to demonstrate sufficient economic performance, the applicants needs to prove a Standard & Poor's, Fitch and/or Moody's rating which shall have no single long term credit rating lower than BBB+ and Baa1 (BBB+ from either Standard & Poor's or Fitch and/or Baa1 from Moody's).       Is the applicant or bidding consortium making use of the capacities of another economic operator (3rd party) in order to meet the economic and financial minimum criteria according to section III.1.9? The services are to be executed at the designated offshore wind farm locations in the German North Sea sector, Baltic Sea Sector or any other european offshore wind farm location. 2. Objectives Protection of Subsea Assets: To protect subsea cables, cable protection systems (CPS), and foundations from environmental and operational risks, such as scouring, freespan, and mechanical damage. Stabilization: To ensure long-term stability and integrity of subsea infrastructure by installing engineered rock berms. Vessel Requirement: Minimum DP2 fall pipe vessel 3.5.2 Sequence of Work Procurement of Rock Material: Source and stockpile rock at the designated quarry, ensuring compliance with design specifications and timely supply. Loading Operations: Load rock onto the vessel using conveyor belts or harbor cranes, with quantities verified by draft survey. Transit to Site: Sail to the offshore site, maintaining communication with client representatives. Pre-Installation Survey: Conduct detailed bathymetric and positioning surveys to establish the as-found condition of the seabed and infrastructure. Rock Placement: Execute rock dumping using DPFPV in auto-track mode, adjusting vessel speed and feeder output to achieve the required berm profile. Use ROVs and real-time monitoring tools to ensure accuracy. Intermediate Surveys: Perform check surveys during installation to monitor progress and adjust methodology as needed. Post-Installation Survey: Conduct final surveys to verify that the installed berm meets design specifications. Demobilization: Recover all equipment and return to port. 3.5.3 Special Operations Close Proximity Works: For rock placement near structures, use inclined fall pipe or tremie pipe systems, with standoff distances and positioning monitored by echo sounders and sonar. Remedial Works: If required, perform additional passes or remedial installations based on survey results. 3.6 Survey and Documentation Survey Deliverables: Provide as-built charts (DWG, PDF), DTM ASCII files, and comprehensive as-built reports. All data must be corrected for tide and quality-checked before submission. Acceptance: Survey data and as-built documentation are to be reviewed and accepted by the client’s offshore representative before demobilization. Für die Qualifikation sind mindestens drei Referenzen für Glas- und Fensterreinigungsdienste erforderlich, die nicht älter als drei Jahre sind und jeweils mindestens ein Jahr gedauert haben.
