    The Contracting Entity is currently implementing an electric boiler project (the "Project"). According to the Contracting Entity's preliminary estimate, the Project will include the following procurements: 1. two electric boilers; 2. district heating battery; 3. electrical connections; 4. main transformers; 5. boiler building; and 6. infrastructure which is necessary for the overall implementation of the Project (e.g. pipelines and heat exchangers). Each of the above procurements are procured separately within the delivery limits, delivery scope and time schedule determined by the Contracting Entity. This call for tenders covers exclusively the electric boiler procurement. The scope of the procurement includes two (2) 60 MW electrode steam boilers with steam operating pressure 40 barg, including transport, installation, commissioning and connection to the Contracting Entity's systems at delivery limits. The boilers will be installed at the following addresses: - Boiler 1: Kokkolan Energia Oy, Voima-power plant, Voimalantie 17, 67900 Kokkola; and - Boiler 2: Kokkolan Energia Oy, Power-power plant, Outokummuntie 19, 67900 Kokkola. The scope of the procurement is described in more detail in the invitation to participate and its appendices, including the materials included in the preliminary invitation to tender. The requirements set out in the preliminary invitation to tender, except the absolute requirements, are preliminary and may be modified later in the procurement procedure before the publication of the final invitation to tender.

The estimated value of the procurement exceeds the EU threshold under the Act on Procurement and Concessions for Entities Operating in the Water, Energy, Transport and Postal Services Sectors.

      The candidate must be registered in the trade register or a similar register.

      Documentation Requirement

      Upon request, the candidate undertakes to provide a statement of registration.

    • Description

      The candidate must fill in the reference form in Appendix B (References), following the instructions set out therein. If the application to participate has been submitted as a consortium, the members of the consortium may fulfil the reference requirements jointly. If the candidate relies on the capacities of other entities to meet the suitability requirements imposed on the candidate, the candidate may meet the reference requirements together with its resource units. If the candidate makes use of the resource units to meet the reference requirements, the capability unit must participate in the implementation of the contract. The candidate must meet the mandatory reference requirement set out in Appendix B (References). The candidate does not need to indicate optional references in Appendix B (References). However, given that the candidates' applications to participate are partly compared on the basis of optional references, the Contracting Entity encourages all candidates to submit as many optional references as possible, but no more than eight (8) that meet the conditions and requirements of the invitation to participate. The criteria for comparing applications to participate are described in more detail in the call for tenders under the heading "SELECTION OF CANDIDATES".

      Documentation Requirement

      Attach the form to the candidate's application to participate. The candidate must provide a written statement, contract or other form of commitment signed by the resource unit ensuring its participation in the implementation of the contract.

    • Description

      The candidate's turnover must be at least three million (3.000.000) euros for the previous audited financial year (12-month accounting period). Where a request to participate has been submitted as a consortium, the members of the consortium together may satisfy the suitability requirement relating to minimum turnover. The candidate may meet the turnover requirement together with its resource units. If the candidate utilizes resource units in order to meet the minimum turnover requirement, the candidate must provide the Contracting Entity with documentation demonstrating that the resource unit and the candidate are jointly responsible for the implementation of the Contract.

      Documentation Requirement

      At the request of the Contracting Entity, the candidate must provide turnover information for the required period, unless the information is available to the Contracting Entity from publicly available sources. The Candidate may demonstrate its economic and financial standing by other documents approved by the Contracting Entity if the candidate has not completed at least one (1) financial year.

    • Description

      The financial situation of the candidate (including all members of the consortium) must be at least A+ (satisfactory+) in Suomen Asiakastieto Oy's Rating Alfa rating, or is at a corresponding level based on financial statements or other similar report. A candidate whose Rating Alfa rating is A, B or C, or whose financial situation is estimated to correspond to the above classification, will be excluded from the procurement procedure.
