    The European Commission, Directorate General for Digital Services (DIGIT) in Belgium needs services for a comprehensive evaluation of the European Cybersecurity Competence Centre (ECCC) over 6 months, with a maximum total value of 200,000 EUR. The evaluation will assess the effectiveness of the ECCC’s mandate, its legal and administrative framework, and the functioning of its governance and coordination mechanisms, as well as examine synergies with other EU bodies and identify opportunities to reduce fragmentation and inefficiencies within the EU cybersecurity ecosystem. Offers will be evaluated based on quality (60%) and price (40%).

    About the bid

      The contractor will support the European Commission, under Article 38(4) of Regulation (EU) 2021/887, in carrying out a comprehensive evaluation of the European Cybersecurity Competence Centre following the submission of its implementation report. The evaluation will assess the effectiveness of the ECCC’s mandate, its legal and administrative framework, and the functioning of its governance and coordination mechanisms, taking into account input from the Governing Board, National Coordination Centres and the wider cybersecurity community. The study will also examine the extent to which the ECCC creates synergies with other Union institutions, bodies, offices and agencies, and identify opportunities to reduce fragmentation, overlaps and inefficiencies within the EU cybersecurity ecosystem.
