    Tampere University Foundation sr needs a Fast 3D live cell imaging microscope for fluorescence imaging of live cells, model organisms, and 3D cell cultures, to be delivered to Tampere University’s Kauppi campus in Pirkanmaa, Finland. The procurement includes delivery, installation, commissioning, user training, technical support, warranty, and maintenance services, with a price ceiling of 514,000 EUR excluding VAT. The device must incorporate novel technology for low excitation light intensity imaging and comply with minimum requirements for the microscope body, fast 3D imaging, and software/computer. The contract period begins upon signing and lasts until contractual obligations are fulfilled. Tenders will be evaluated based on quality (60%) and price (40%).

    About the bid

      Tampere University Foundation sr (hereinafter referred to as ”Customer” or ”Contracting Authority”) requests a tender in accordance with the contract notice published on the Hilma notice channel and this call for tenders and its appendices for Fast 3D live cell imaging microscope (hereinafter referred to as "System" or "Device"). The device is intended for fluorescence imaging of live cells, model organisms, and 3D cell cultures. The device incorporates novel technology that enables imaging using low excitation light intensities. The device must comply with the system minimum requirements set out in the Call for Tenders including microscope body minimum requirements, fast 3D imaging minimum requirements and software and computer minimum requirements. The procurement includes delivery of the device to Tampere University’s Kauppi campus, installation, commissioning, user training, technical support, warranty, and the availability of maintenance services. Further details of the requirements are provided in the “Procurement Object Criteria” section of this Call for Tenders. Price ceiling: The tender price must be less than or equal to 514 000 EUR excluding VAT. Further information is provided in Annex 1 "Price and quality form". One (1) supplier will be selected and awarded the contract. The procurement contract draft can be found as Annex 2. The agreement period begins with the signing of the contract, and it is valid until the contractual obligations have been fulfilled. The contract does not grant the selected supplier exclusive rights to the subject matter of the procurement.Main features of the procedureThe procurement complies with the Act on Public Procurement and Concession Contracts (1397/2016, Procurement Act). The procurement procedure used is an open procedure. The procurement exceeds the EU threshold value. The stages of the procedure are as follows: The Contracting Authority 1. Publishes the contract notice 2. Receives questions 3. Responds to the questions presented 4. Opens the tenders 5. Verifies the fulfilment of the tenderer’s suitability requirements on the basis of the answers provided by the Tenderer in its tender 6. Verifies the compliance of the tenders with the call for tenders 7. Compares the tenders 8. Selects the best tender 9. Makes the procurement decision and notifies all tenderers of the decision 10. Requests and verifies the certificates and clarifications concerning suitability from the tenderer who submitted the best tender 11. Concludes the procurement contract with the winning tenderer. If, in the tendering procedure, only tenders that do not comply with the call for tenders have been received, or if the tenders cannot be accepted, the contracting entity may, at its discretion, move to the negotiated procedure in accordance with the Procurement Act. The procurement contract is formed only upon the signing of a written contract. In procurements exceeding the EU threshold, the contract may be concluded no earlier than 14 days after the tenderer is deemed to have received such notice. The Customer may suspend the procurement in whole or in part for a real and legitimate reason (Section 125 of the Procurement Act). No compensation shall be paid to tenderers for making, presenting or otherwise participating in the tendering procedure. LANGUAGE USED IN THE TENDERING PROCEDURE The procurement documents are available in English. If the tenderer requires the documents in another language, the tenderer is responsible for the translation and the related costs. Tenders and their attachments must be submitted in English. PARALLEL AND ALTERNATIVE TENDERS Parallel and alternative tenders are not permitted. NOTIFICATION OF PROCUREMENT DECISIONS Decisions concerning the procurement are notified to all tenderers electronically to the email address provided by the tenderer in its tender.
