The French Ministry of the Armed Forces invites eligible companies to apply under an NCB+ procedure for the project concerning the rehabilitation of railway line 642 000 Mont-de-Marsan – Roquefort, enabling bulk supply to the Air Fuel Depot (DEA) of Mont-de-Marsan Air Base. 1. Purpose of the Notice of Intent The Operational Energy Service (SEO) of the French Ministry of the Armed Forces, through SNCF Réseau, is launching a call for applications to identify a consortium of companies responsible for the rehabilitation of the railway line enabling bulk supply to Air Base 118 in Mont-de-Marsan (France). This international tender will be published in the Official Journal of the European Union (OJEU) (https://ted.europa.eu). Through this notification, the SEO requests NATO Member States to inform their eligible companies and invite them to submit bids in accordance with the tender documents to be published. 2. Scope of the Operation The operation consists of rehabilitating the railway line enabling bulk supply to the air base for the benefit of NATO forces. - Preliminary investigations and site preparation - Track and ballast renewal along the section - Rehabilitation of existing hydraulic structures - Inspection of engineering structures - Ballast diagnostics - Review of administrative and environmental procedures The estimated contract value is €8.99 million. 3. Security This procurement is not classified. The works concern railway infrastructure, for which access and security arrangements will be defined by SNCF Réseau in accordance with applicable laws and regulations. All information made available to candidates by the contracting authority during the procurement process, regardless of its nature or form, is confidential and may not be disclosed in any manner. 4. Selection Criteria for Consortia Admitted to Tender A consortium of companies with the capacity and experience in railway track rehabilitation on the French network is sought. A site visit is mandatory prior to submission of the application. All submitted documents must be drafted exclusively in French. The detailed conditions for responding to the call for applications will be specified in the notice to be published in the OJEU. 5. Award Criteria The winning consortium will be selected following analysis of final bids, based on the following criteria: - Price - Quality of the architectural and functional proposal - Technical value - Maintenance and operational value - Responsible procurement considerations The quality of the drafting of the bid will also be taken into account. 6. Provisional Timeline The contract award is expected in June 2026. The works are scheduled to take place from December 2026 to December 2027. 7.
