    A Magyar Közút Nonprofit Zártkörűen Működő Részvénytársaság hídkarbantartási munkálatokat igényel Budapesten, 12 hónapos időtartamra, legfeljebb nettó 2 500 000 000 forint keretösszegig, melyből 70%-os lehívásra vállal kötelezettséget. A munkálatok magukban foglalják a hidak és átereszek alépítményének, felszerkezetének, hídtartozékainak, szigetelésének és burkolatrendszerének, vízelvezető rendszerének, dilatációs szerkezetének, korrózióvédelmi bevonatainak javítását, cseréjét és felújítását, eseti megrendelések alapján. A HÍDÉPSZOLG Híd- és Mélyépítési Mérnöki Tanácsadó és Kivitelező Korlátolt Felelősségű Társaság rendelkezik hasonló szerződéssel. Az elbírálás során az ár (70%) mellett a szakemberek szakmai tapasztalatát (30%) is figyelembe veszik. A pályázóknak rendelkezniük kell legalább 30 db, gépjármű által használt közúti híd felújítási referenciával, valamint legalább 1-1 db, min. 10 m hosszú szőnyegdilatációs és gumiprofilos dilatációs szerkezet beépítését/cseréjét tartalmazó referenciával az elmúlt 5 évből. Ezen felül legalább 2 fő MV-KÉ jogosultsággal rendelkező felelős műszaki vezetővel kell rendelkezniük, akik legalább 36 hónap közútépítési és legalább egy gépjármű által használt közúti híd felújítási tapasztalattal bírnak.

      A nyertes ajánlattevő feladata – a műszaki leírásban (műszaki specifikáció) és annak tételjegyzékében részletezett – javítási munkák elvégzése eseti megrendelések szerint, az ajánlatkérő üzemeltetésében, illetve a későbbiekben üzemeltetésébe kerülő hidak, és átereszek alépítményén, felszerkezetén, hídtartozékain, szigetelés és burkolatrendszerén, vízelvezető rendszerén, dilatációs szerkezetén, korrózióvédelmi bevonatain, azok esetleges teljes körű, vagy kisebb meghibásodásai, sérülései esetén, az ajánlatkérő írásbeli bejelentése alapján. A legtöbb esetben a meghibásodások előre nem láthatók, illetve jellegüket tekintve sürgősek, halaszthatatlan beavatkozást igényelnek. Az egyes konkrétan elvégzendő munkák tételenkénti mennyiségeit, egyedi műszaki, forgalomterelési, kivitelezési elvárásait Ajánlatkérő az eseti megrendelésekben adja meg. Főbb elvégzendő feladatok: Dilatáció csere, javítás Szigetelés csere Vízelvezető rendszer felújítása Burkolatrendszer építése Korrózióvédelem Korlát javítás, csere Kisebb felületi javítási munkák elvégzése Az elvégzendő, nagyobb részben kis értékű, egyedi munkák megrendelésére legfeljebb nettó 2 500 000 000 HUF keretösszegig kerül sor a ténylegesen jelentkező beszerzési igények (eseti megrendelések) függvényében. Ajánlatkérő a keretösszeg 70 %-ban történő lehívására vállal kötelezettséget.

    • Description

      The tenderer is unsuitable if they do not have the following references for successful technical handover and acceptance of completed works, started no more than 8 years ago and completed within 5 years prior to the publication of the call for tenders, which comply with the regulations (the contracting authority is obliged to accept the certification of completed works even if a breach of contract occurred, but the economic operator's responsibility for the breach of contract is not disputed by the other contracting party): - at least 30 individually identifiable public road bridge renovation works used by motor vehicles. - at least 1 public road bridge renovation contract/ad hoc order used by motor vehicles, which included the installation and/or full/partial replacement of at least 10 m long carpet dilatation structure. - at least 1 public road bridge renovation contract/ad hoc order used by motor vehicles, which included the installation and/or full/partial replacement of at least 10 m long single or multiple rubber profile dilatation structure. The contracting authority accepts references from multiple performances to prove compliance with the requirements in point M/1.1), but for points M/1.2) and M/1.3), the minimum requirements can be met from 1 (one) reference. Overlap between references is allowed between conditions M/1.1, M/1.2 and M/1.3. The contracting authority understands the terms national and/or local public road in relation to the subject of the public procurement as defined in Section 2 and Section 8 (1) – (2) of ITM Decree 26/2021. (VI. 28.) on road administration! According to Section 5 of ÉKM Decree 12/2025. (V. 8.) on the construction of public roads: 40. bridge: a structure with an opening or diameter greater than two meters, serving to carry a road over a terrain feature, traffic lane or other structure. According to Section 47 of Act I of 1988 on road traffic: 11. road network: the interconnected system of national and local public roads; 16. cycle path: a public road marked as a cycle path by a sign; 17. footpath: a public road marked as a footpath by a sign, or a local public road exclusively for pedestrian traffic, separated from the roadway by a permanent physical barrier (ditch, railing, fence, hedge, etc.) or a distance greater than two meters. In the case of non-Hungarian references, the tenderer must prove the content required by the relevant legal regulation according to the reference requirement. The contracting authority does not accept road construction work performed in a width less than half a lane.

      Documentation Requirement

      The tenderer must attach the completed unified European procurement document (EEKD) according to Section 1 (1) of Government Decree 321/2015. (X.30.) to its tender. The contracting authority accepts a simple declaration from the economic operator concerned, contained in the EEKD (EEKD Part IV, Section Alpha), for the preliminary verification of suitability requirements. If a tenderer wishes to meet the prescribed suitability requirement by relying on the capacities of another organization or person, separate forms completed and signed by each of the organizations or persons concerned must also be submitted. The organizations or persons providing their capacities shall only declare those aspects of the suitability conditions that the tenderer intends to use to prove its suitability. Upon the contracting authority's request according to Section 69 (4) of the Public Procurement Act, the tenderer, the capacity-providing organization, is obliged to substantiate the contents of the EEKD with detailed proof of its suitability. The provisions of Section 65 (6), (7), (9), (11) and (12) and Section 67 (3) of the Public Procurement Act apply to the proof of suitability. Upon the contracting authority's request according to Section 69 (4) of the Public Procurement Act, the tenderer must attach, according to Section 21 (2) a), Section 21 (2a) a) and Section 22 (3) of Government Decree 321/2015. (X.30.), a description of its most significant construction investments that meet the minimum suitability requirements of M.1. of the call for tenders, completed within 5 years (60 months) prior to the publication of the call for tenders, but started no more than 8 years (96 months) ago. The certificate issued by the other contracting party must contain the following data: - time of completion (start and end date - date of successful technical handover and acceptance with year, month, day accuracy), - place of completion, - exact name and registered office of the other contracting party, - brief description of the reference work (subject of the contract, with content detailed according to the minimum requirement), - percentage of own performance, - and a declaration that the performance was carried out in accordance with the regulations and the contract. The provisions of Section 69 (11) of the Public Procurement Act, Section 21/A and Section 22 (4), (5) of Government Decree 321/2015. (X.30.) also apply to the proof of suitability. The provisions of Section 65 (6), (7), (9), (11) and (12) and Section 67 (3) of the Public Procurement Act apply to the proof of suitability. The contracting authority's requirement under point M.1. is stricter than the list of qualified tenderers.       The tenderer is unsuitable if they do not have at least 1 person who: a) has the qualification/training (professional qualification)/professional experience required to obtain the "MV-KÉ" (or equivalent) responsible technical manager qualification according to Government Decree 266/2013. (VII. 11.), and b) in addition to or alongside the previously required practice, has at least 36 months of professional experience gained during the construction of national and/or local public road network projects, and c) also has professional experience gained during the renovation of at least one public road bridge used by motor vehicles. Overlap is not allowed between the experts designated for point M.2. The contracting authority understands the terms national and/or local public road as defined in Section 8 (1) [excluding point cd) cycle path!] and (2) a)-b) of ITM Decree 26/2021. (VI. 28.) on road administration! The contracting authority understands national and/or local public road construction to mean the creation and/or reconstruction and/or renovation and/or modernization of national and/or local public roads. Road restoration during the creation and/or reconstruction and/or renovation and/or modernization of sewage pipes and/or drinking water pipes and/or rainwater drainage systems is not included in national and/or local public road construction. The tenderer must prove the equivalence of the qualification(s) presented as equivalent to the prescribed one. The contracting authority draws attention to the fact that the successful tenderer (Contractor) is obliged to provide all specialist responsible technical managers for the performance, if required by the relevant legislation. (Section 21 (2) b) of Government Decree 321/2015. (X.30.))

The professional CV must detail - with dates (year, month) - the expert's professional practice, and clearly identify - e.g., with bold, italic or underlined letters, footnotes, or listed separately within the professional CV, or in another way - the relevant experience specified in point M.2. of the call for tenders. The contracting authority does not accept an image of a signature or an electronically edited signature as the expert's self-signature, as it cannot be considered an authentic signature by an expert. The expert must self-sign their CV and declaration of availability, but the contracting authority also accepts electronically authenticated signatures from which the signatory's identity can be clearly determined. A szerződés időtartama 260 nap. Az elbírálás során az ár (42% az alapfeladatokra, 8% az opciós feladatokra) és a minőség (50%) egyaránt fontos. A minőségi kritériumok között szerepel az M.2.1. és M.2.2. alkalmassági követelmény keretében bemutatott személyi állomány projektvezetői és/vagy projektvezető helyettesi szakmai többlettapasztalata (max. 36 hónap), valamint egy további, KÉ-KK jogosultsággal rendelkező szakember megléte. A pályázóknak szerepelniük kell a releváns országos szakmai kamara névjegyzékében, és rendelkezniük kell legalább egy 4800 méter hosszú kerékpárút és/vagy út építésére és/vagy felújítására és/vagy bővítésére vonatkozó engedélyezési és/vagy kiviteli tervek és/vagy tender tervek elkészítésére vonatkozó referenciával az elmúlt 6 évből. Ezen felül rendelkezniük kell legalább egy KÉ-K és egy K (táj- és kertépítészeti tervezési terület) jogosultsággal rendelkező szakemberrel.
