Brief
Finnpilot Pilotage Ltd is procuring a PPU Navigation Software as specified in this invitation to tender and its annexes. The scope of procurement includes the PPU navigation software and as an option PPU pilot plug transmitters / GPS receivers. The scope of the procurement is estimated to be EUR 500 000 - 600 000 (VAT 0 %) for four (4) years including additional services and options. Tenderers are requested to note that the scope indicated is not binding on the contracting entity.

Qualification requirements
Description
The tenderer shall have sufficient economic and financial standing about the size and quality of the procurement. The tenderer's financial standing is primaly evaluated based on credit reports in the service provider Dun&Bradstreet (D&B), which shall indicate a risk rating score of 1 to 3. If the tenderer's information is no stated in the service provided by D&B, the economic and financial standing of the tenderer will be evaluated based on financial statements and/or other similar information. These accounts will be separately requested from the tenderer if they are required. These accounts include for example income statement, balance sheet, annual report and other financial statements, if their publication is required by the laws of the tenderer's country of establishment. The tenderer whose Risk Indicator of D&B is 4 or the tenderer whose economical standing and financial solvency is estimated to correspond to the D&B's Risk Indicator 4 will be excluded from the procurement procedure. It the tender is submitted as a group, all the members of the group shall meet this requirement individually. If the tenderer uses the resources of other entities, all the entities shall meet this requirement individually.

The tender must have at least one reference. The references shall meet the following requirements: The software has supported route planning and pilotage/passage planning tools. The software has transmitted customer's own chart material, route plans and/or pilotage plans. The software has supported the processing of positioning and vessel's motion data. The chart display must have been used with electronic charts according to IHO S-57 and S-102 standards. The software is used by two (2) pilotage providers in two (2) different deployments. The same software has been the basis for both deployments. The software has been in continuous use for at least two (2) years in the last three (3) years (between April 12th, 2021 and April 11th, 2024). The amount of pilots using the software shall be at least 20 pilots per reference.
