Description
Offers will be compared based on the price of profiles necessary for mission execution. The bidder must provide a daily cost per profile and by seniority level. The daily unit price (excluding VAT) must be indicated for all profiles according to seniority level. The stated rate includes all service expenses, including intervention in case of emergencies outside working hours. To avoid dumping prices, bidders must propose prices ensuring that the required profiles can effectively be proposed in response to mission orders throughout the duration of the framework agreement. Evaluation will examine whether and to what extent proposed prices deviate from average market prices. Bidders are ranked by price order, with the most competitive offer receiving the maximum score and others decreasing gradually to the least competitive offer receiving the minimum score.
Evaluation Method
Bidders are classified by price order. The most competitive offer obtains the maximum score, and other offers decrease gradually until the least competitive offer obtains a minimum score. Prices are compared to market averages to ensure they avoid dumping practices.

Description
The bidder must indicate the price for the contracting authority to acquire the solution and use it, as well as the price of any applicable licenses. The bidder must also indicate if they can propose a more competitive price offer based on the number of users and explain the terms. Offers are compared based on proposed prices using the specified formula.
Evaluation Method
Offers are compared using the formula: S = Smax (1 - (P - Pmin) / Pmin), where S is the score achieved, Smax is the maximum score, P is the price for this offer component, and Pmin is the lowest price among all bidders for this component.
