    Diverse konstruksjonsmateriell

    Energinet Eltransmission A/S needs to purchase complete glass insulator strings through a framework agreement over 4 years, with two options for extension of 2 years each, for a total potential duration of 8 years. The maximum total value of the agreement is 30,442,953 EUR. The procurement is divided into two lots: Lot 1 for complete glass insulator strings for powerlines, with an expected consumption of 10,000,000 EUR and a maximum value of 24,000,000 EUR; and Lot 2 for complete glass insulator strings for substations, with an expected consumption of 2,684,563.75 EUR and a maximum value of 6,442,953.00 EUR. Tenders can be submitted for one or both lots. The award criteria are Quality (41.6667%), Delivery time (16.6667% + 16.6667% = 33.3334%), and Price (25%). Qualification requirements include an equity of at least 2,500,000 EUR and an equity ratio of at least 20% (or 15-20% if equity exceeds 7,500,000 EUR) for Lot 1. Additionally, applicants must provide three to five comparable and relevant references from the past five years, with at least one reference demonstrating the supply of glass insulators for a transmission network with a voltage level of at least 132 kV.

    About the bid

      The Contracting Authority wants to purchase complete glass insulator strings. For further details regarding the purchase, reference is made to the tender documents: Appendix 2A scope of works for powerlines and 2B Scope of work for substations. The tendered framework agreement has a duration of four (4) years. The framework agree-ment can be extended two (2) times for two (2) years each time. The framework agreement is divided into the following lots: • Lot 1: Complete glass insulator strings for powerlines. Expected consumption to be: EUR 10.000.000. Maximum value is EUR 24.000.000 • Lot 2: Complete glass insulator strings for substations. Expected consumption to be: EUR: 2.684.563,75. Maximum value is EUR 6.442.953,00 euro. Tenders can be submitted for all Lots. Tenderers are not required to submit a tender for both lots Offers can be submitted for all partial agreements The estimated consumption during the term of the framework agreement is expected to amount to be divided into lots. The consumption figures are estimates only and are consequently not binding for the Contract-ing Authority. During the specified period, the Contracting Authority has the right to purchase the services and/or goods comprised by the framework agreement from the selected tenderer but is not obligated to do so cf. the framework sec. 1.3.Main features of the procedureTender with negotiation - The tenders submitted must be valid for a period of six (6) months as from the specified time limit for the submission of tenders. If the tenderer during the negotiation phase, prepares and submits revised tenders, such tenders must also be valid for the period of six (6) months from the specified time limit for these revised tenders. .

An overall evaluation will be made of the solution description.

      Delivery time must be stated in the attached tender list. When evaluating 'Delivery time', Energinet will evaluate the delivery time in the tender list. The Tenderer shall state the lead time, expressed in calendar weeks, for a typical order consisting of: 300 suspension strings; and 30 tension strings. The stated lead time shall be used for evaluation purposes.

      Evaluation Method

      Lead time will be evaluated using a linear scoring model, where: 20 weeks = 10 points, 40 weeks = 5 points, 60 weeks = 0 points. Scores for lead times between 20 and 60 weeks will be calculated by linear interpolation. Lead times shorter than 20 weeks will receive the maximum score of 10 points, while lead times longer than 60 weeks will receive 0 points.

      Egenkapitalandelen fra siste årsrapport må på tidspunktet for prekvalifisering være minst 20 %. Hvis egenkapitalandelen er mellom 15 % og 20 %, kan søkeren kvalifisere dersom egenkapitalen overstiger 7 500 000 EUR.

      Søkeren skal fremlegge tre (3) til fem (5) mest sammenlignbare og relevante referanser utført de siste fem (5) årene. Med «utført de siste 5 årene» menes at referansen ikke må være fullført før datoen som nås når man teller fem (5) år tilbake fra innleveringsdatoen for prekvalifisering. Referanser eldre enn dette vil ikke bli tatt i betraktning. Referanser som ennå ikke er fullført, kan inkluderes som en del av søknaden, men søkeren må beskrive de delene som ennå ikke er levert, og dette kan påvirke evalueringen av søkeren. Minst én referanse må demonstrere levering av glassisolatorer for bruk i et transmisjonsnett med et spenningsnivå på minst 132 kV.

      Documentation Requirement

      Referansene kan fylles ut i ESPD del IV.C.
