    Brief

    Bornholms Elproduktion A/S hereby invites you to apply for prequalification and potentially submit a tender concerning Bornholms Elproduktion A/S' Battery Energy Storage Solution with an effect between 7 and 10 MW and the ability to operate for a minimum of 1 hour (also known as a 1C system). The task is carried out as a turnkey delivery contract and as described in the tender and contract material, with the tenderer being responsible for design, installation with connection to the electricity grid, testing and commissioning of the complete Battery System. In addition, the tenderer is also responsible for service and maintenance of the Battery System for a period of 2 years from the commissioning date, during which the tenderer, must provide a training plan to ensure that technicians from Bornholms Elproduktion A/S can perform service and maintenance of the Battery System on their own from the third year of operation.

      It is a minimum requirement that the applicant has had an average solvency ratio of minimum 15% in the three most recent financial years. The solvency ratio is calculated by dividing the applicant's equity with the total liabilities of the applicant. It is not a requirement that the solvency ratio exceeds 15 % in each financial year but as an average during the last three most recent audited and approved financial years.

      As a starting point the most recent financial years will be assessed on the basis of the most recent audited and approved annual reports. If the applicant wishes to make use of a more recent financial year to fulfill the minimum requirements, but the annual report for that year has not yet been audited and approved, a declaration signed by an authorized person confirming the correctness of the numbers must be submitted. If the applicants make use of a non-audited financial year that year must be used in relation to all three minimum requirements concerning economic and financial standing.

    • Description

      Applicants must attach at least 1 reference, where the applicant demonstrates that they have delivered a service/product that falls within at least 1 of the following three categories: 1. The applicant has had or currently has a turnkey responsibility for the establishment of an electrical technical system, which has components within medium voltage (6 kV - 36 kV) and possibly components within low and high voltage. The turnkey must have a minimum value of DKK 15 million, and the system is established within the EU. The system must have at least one of the following components: inverter systems, transformer systems, battery racks, or other storage technology for the power grid. 2. The applicant has had a subcontractor responsibility for cabling and connection of an electrical technical system within low and/or medium voltage (understood as 220V - 36kV). The electrical technical part of the work must have had a value size of DKK 2 million, and the work must have included at least one of the following components: transformer from low voltage to medium voltage or inverter technologies. 3. The applicant has acted as a supplier of an energy storage system for the power grid in the EU of a minimum size of 4 MW/4MWh. If the applicant is a group of economic operators, one reference that meets the minimum requirement must be submitted.

      Documentation Requirement

      Applicants must complete Part IV, Section C of the ESPD. Applicants must provide the following information per reference: • Recipient of the delivery (customer and place of establishment) • Indication of the year or period of delivery (including project start, hand over to customer and date of commissioning) • Scope and value of delivery • Description of the delivery including all relevant components, voltage, cabling, storage system etc. included in the turnkey responsibility or the subcontractor responsibility respectively. The applicant should submit up to five (5) references including the reference submitted to fulfill the minimum requirement. References must not be older than five (5) years from deadline for applying for prequalification and calculated from the final time of delivery to and takeover from the customer. If more than five (5) references are submitted, only the five (5) most recent references based on the time of delivery will be taken into consideration.

Invitation to tender: Any applicant which is prequalified based on the prequalification criteria will be invited to tender (as further described in the tender conditions), including submission of first tenders after which a site inspection will take place. If deemed relevant a round of negotiation and submission of BAFO will take place afterwards. However, Bornholms Elproduktion A/S reserves the right to award the contract on the basis of the initial tenders. The tenderers' expenses in preparing for and submitting the tender and subsequent negotiation(s) shall be borne by the tenderer itself.
