    The Commission for Regulation of Utilities has entered into an agreement with DNV Services UK Limited Ireland branch and Moduspec Ltd for the provision of technical consultancy support to operations of the Petroleum Safety Framework (PSF) for a duration of 4 years, with a maximum total value of 1.8 million EUR. The services are divided into three lots: Multidisciplinary Services, Wells, and Drilling, requiring expertise in areas such as upstream oil and gas, pipelines, risk assessment, safety management systems, well engineering, well plugging and abandonment, offshore drilling, and rig cyber security.       In summary, the Services comprise Technical Consultancy Support for the operation of the Petroleum Safety Framework (PSF). This Competition is divided into 3 (three) Lots as described below: Lot 1 – Multidisciplinary Services: Technical support provision for the effective and efficient operation of the Framework, including expertise in areas such as upstream oil and gas, pipelines and subsea equipment, risk assessment, QRAs/modelling and ALARP assessments, safety management systems, process engineering, electrical, control and instrumentation, technical safety and emergency response, lifting operations, marine integrity/classification, marine operations, facilities verification, human factors, environmental, audit/inspection, incident investigations. Lot 2 – Wells: Technical support provision from well engineering specialists, including expertise in areas such as well engineering, well plugging and abandonment/decommissioning, well verification, pressure control equipment, well testing, audit/inspection, incident investigations.       Gas Networks Ireland needs services for the provision, long-term charter, operation, and maintenance of a Floating Storage and Regasification Unit (FSRU) to support Ireland’s Strategic Gas Emergency Reserve. The FSRU must be capable of delivering up to approximately 416 MMSCF/day of natural gas, with readiness to move from standby to full send out within 24 hours, and meeting Irish gas transmission system gas quality specifications and odorisation requirements, including delivery at pipeline entry pressures up to circa 85 barg and receipt of LNG via side-by-side ship-to-ship transfer. The FSRU will predominantly operate on standby, with periodic operation for assurance and maintenance. The successful contractor(s) may also be required to provide and/or coordinate ancillary services such as catering, crew logistics, waste handling, fender management, and utilities support. This is a qualification system with two lots: Lot 1 for long-term strategic gas emergency reserve services and Lot 2 for short-term services using an FSRU as a bridging vessel. Price and quality are award criteria, with further details in the procurement documents.
