Metroselskabet and Greater Copenhagen Lightrail I/S (hereafter the Client) is procuring a consultancy contract to support and enable the production of a formal method specification for the CBTC systems used on the metro in Copenhagen. The Client intends the use the formal method specification for the following two projects: 1) The future M5 line (requirement specification phase starts in 2024) 2) Resignalling of M1/M2 (3XR) (requirement specification phase starts in 2026-2027). The consultant will be expected to collaborate with other consultants employed by the Client and with the Client´s staff for indentification of generic and specific requirements for the CBTC system, provide training in application of formal methods and will be expected to support and enable the creation and verification of the CBTC formal specification in close cooperation with the Client´s staff. The project is divided into the following Stages: 1) Developing requirement specification for the formal method and testing of the method 2) Implementing the formal method and training of staff (Stage 2). The Client reserves the right to terminate the contract by the end of Stage 1 if the development and testing of the formal method in Stage 1 is not successfully or if it is assessed that the method does not provide the savings expected by the Client. Despite having introduced two driverless metro systems in Copenhagen, the Client has very limited and practical experience with the use of formal methods and formal specifications. The consultant should provide expertise and practical experience within the domain enabling work as "one team" with the Client. This work will be based on the organisation´s experience and knowledge about the functionality and operation. It is the ambition to create the formal specification in close collaboration between the Client and the consultant. The consultant should also provide the necessary training and knowledge of the transfer in process. The Client expects the establishing of formal requirement specifications for the CBTC system will reduce the risk in procurement of such systems as well as reducing the cost to develop and approve the systems, by enabling automation of code generation and efficient safety verification. A formal approach will also help drive the cost down with efficient management of change requests.

The applicant´s equity for the last three (3) years must be positive. If the applicant relies on a supporting entity or entities to meet the minimum requirement, the equity for the applicant and the supporting entity or supporting entities must be positive in the last three (3) available financial years. The equity for the applicant and the supporting entity or entities will be added and the combined equity must be positive in the last three (3) available years.
Documentation Requirement
The applicant should submit a completed version of the European Single Procurement Document (ESPD) for the lot, including Part IV, section B. If an application for prequalification is submitted by a consortium or joint venture, an ESPD containing the above mention financial and economic information should be submitted for each participant in the consortium or joint venture. Information on equity should also be submitted in a separate ESPD for any supporting entity on whom the applicant relies financially and/or economically. If the applicant relies on a supporting entity or entities for the fulfillment of the minimum financial and economical, the supporting entity must complete an ESPD and a declaration of support, please refer to FM_Invitation to Tender doc id.MS-X-PD-INO-IDR-FM2-0004, appendix B
Description
An application for prequalification may include up to a maximum of 5 references. Each reference may not exceed 3 A4-pages. The client will in the assessment of the references disregard any pages above 3 A4 pages per reference. The references may not be more than 3 years old, counting from the date of completion of the services/handover of the project. The references should include the following information: name and contact information of the client, short description of the project, services included, whether the project was a greenfield or brownfield project etc., start date and date for completion (completion of the applicant´s services for the client), description of the services performed by the consultant, the role and responsibilities of the applicant, e.g. discipline lead, lead consultant, subconsultant etc., fee for the specific services performed by the applicant, the total construction cost of the reference. Minimum requirement: At least one (1) reference must document the applicants experience with developing a formal method specification. At least one (1) reference must document the applicants experience with implementing a formal method. If more than 3 applicants fulfill the minimum requirements (both financial and economical and technical and professional ability above the selection of applicants who will be invited to participate in the competitive dialogue will be based on an overall assessment of which applicants have documented the most relevant experiences similar to the services covered by the procured contract, please refer to section 5.1 of the contract notice. With "similar" services the Clients understands projects/references of a similar economical size, complexity and nature of services.
Documentation Requirement
The references may be included in the ESPD. If the applicant prefers a separate list of the 5 references may submitted instead of the including the references in the ESPD. If the applicant submits a list of references the names of the references should be included in the ESPD. If an applicant relies on the support of another economical entity in relation to professional capacity, the supporting entity must complete an ESPD and a declaration of support, please refer to FM_Invitation to Tender doc id.MS-X-PD-INO-IDR-FM2-0004, appendix B. If an application for prequalification is submitted by a consortium or joint venture or similar, an ESPD should be submitted for each participant in the consortium or joint venture.
