    Brief

    Laurea-ammattikorkeakoulu Oy needs an online remote exam proctoring Software as a Service (SaaS) for Laurea University of Applied Sciences (Laurea UAS). The system must be suitable for higher education students, allowing them to take exams regardless of location. The procurement includes deployment, support, maintenance, and further development. The proctoring solution must integrate seamlessly with Laurea's existing learning platform (Canvas) and provide video- and audio-based proctoring records within Canvas. The procurement does not include live monitoring by the supplier or the use of artificial intelligence for fraud detection. Tenders will be evaluated based on Price (80%) and Quality (20%).

    Award Criteria

    • Description

      The tenderer may indicate the prices of the system in Annex 6 "Prices". For price comparisons, the total comparison price of the Annex 6 "Prices" is used. The total comparison price is calculated as described in cell F42 in Annex 6 "Prices".

      Evaluation Method

      The total comparison price of the tenderer is converted into points using the formula: lowest total comparison price / total comparison price of the tender * maximum number of points for the price. For example, the lowest total comparison price is EUR 1000 and the second tender is EUR 1300. The tenderer with the lowest tender will receive full 80 points and the second tender will receive 1000/1300*80 = 61,54 points.

      The quality criteria and their scores are indicated in the Annex 2 "Requirements" of the Invitation to tender.

      Evaluation Method

      A tenderer may receive a maximum of weighted X quality points for the comparison from the additional quality criteria considered as an advantage. The amount of points that each of the quality criteria is worth, is informed for each criterion in question (Annex 2 Requirements, column I). The total number of these points is X. A Tenderer receives the final quality points (max X) for the comparison according to the following formula: The tenderer's total number of points divided by the highest possible amount of points multiplied by the maximum number of quality points X.

    • The object of the procurement is an online remote exam proctoring Software as a Service (SaaS) for Laurea University of Applied Sciences (Laurea UAS). The online remote exam proctoring system must be suitable for higher education students, and it must provide the students with the opportunity to take exams regardless of their location, for example, from home or on/off campus. The procurement includes deployment of the software service, support and maintenance ser-vices, and further development according to this document and its annexes. The procurement concerns a proctoring solution that is used within Laurea's existing learning platform (Canvas) and not as a separate exam system. The system must integrate seamlessly with Canvas and pro-vide video- and audio‑based proctoring records in Canvas recorded and stored by the system. The procurement does not include a personal live monitoring service by the supplier nor does it include the use of artificial intelligence to monitor/check and identify suspected fraud. The online exam proctoring system must meet the requirements set out in the invitation to ten-der and its annexes, especially the requirements set out in Annex 2 Requirements, and the terms and conditions of contract described in Annex A Procurement Agreement.Main features of the procedureIf the tenderer has different online proctoring systems, the tenderer can make parallel offers based on different systems
